I usually install Ubuntu base using the netinstaller ISO, then install Xfce and other software on that. It was good till 18.04, but I recently installed 18.10, and when I hover over any icon on the desktop no tooltip is shown even though it is enabled in the settings.
Any help is very much welcomed, thanks.

Hello and welcome.
I believe this is a gtk3 bug. The current workaround is to specify an xsettings cursor size:
xfconf-query -c xsettings -p /Gtk/CursorThemeSize -s 16
