I have my icon theme Clarity and my icons are monoshape so they will look almost the same in Thunar but I want my icons mainly because of Home icon.
Is there a way to change it? it seems that any icon theme in Fedora XFce have the same icons. Are those themable?

It looks like the icons used for those buttons are go-previous, go-next, go-up, and go-home. Make sure your icon theme provides those.

Thanks, I have those icons, Also to be sure I've replaced symlinks with copy because icons where not appearing in icon list, but it's the same.
So I think they are not themable because other themes also don't have different icons for them. I've also rebooted to be sure if that don't affect anything.

I think I see what's happening. Thunar shifted over to using symbolic icons and you seem to be missing those. You need to create symbolic titled icons. From inside the Actions directory, run:
ln -s ../places/user-home.svg go-home-symbolic.svg
ln -s up.svg go-up-symbolic.svg
ln -s forward.svg go-next-symbolic.svg
ln -s back.svg go-previous-symbolic.svg
...then update the icon cache.
