I'm not sure if this is an XFCE problem or a Network Manager problem. When hovering the mouse pointer above the Network Manager system tray icon, what seems to be a black tooptip seems to appear below, but it extends below the lower border of the screen, so it is not readable. By changing the panel prefs to vertical, I do get to see the entire tooltip. So for some reason, the network-manager-gnome tooltip is outside of the screen area.

In this second screenshot Ḯ'm actually hovering the pointer above the network manager icon, but the pointer is not included in the screenshot. The tooltip from the Dropbox icon is fine, and appears above the icon in the usual style (black text in a yellow box with black borders).
I couldn't get the img tag to work in this post, probably because I was unable to get a direct image link from Google Drive...
