Why not doc.xfce.org section multlanguage

If it be  multilanguage then I can tranlate to Turkish.

Create a bug report against the docs.xfce.org product requesting that it be made translatable.

Yea, I submit a bug (https://bugzilla.xfce.org/show_bug.cgi?id=14568)
I think to call friends of Ubuntu Turkey forum,  for this work.

I download Twebsite po file. in po file a item:
"There may be no API/ABI changes in maintenance releases compared to the corresponding final release of the Xfce core desktop. They also must follow the X.Y.Z versioning format, where Y is an even number (e.g. xfwm4-4.8.4 or thunar-1.2.4). No new features or strings may be introduced in these releases."
API/ABI: Application/Application binary interface
is correct?

Yes, API stands for Application programing interface, while ABI for Application binary interface.
