language change not working.

Hi,

I have just installed Fedora 27 XFCE spin ( a sub-version which is based on XFCE ) 

It looks very nice but the language change from the menus does not have any effect.  I installed in English and now need to flip the user language to French. The admin tools allow me to select a language , I select french-French and OK.  It says the system default is now changed but no change is visible.

I logged out ( even rebooted ) and I still get only English language menus etc.

What else do I need to do?
