Theming the panel?

I am new to linux but i am learning. I want to ask which theme files i have to edit to make the panel look exactly like the Windows 7 taskbar? Like this:

There's a plugin which kind of resembles the Windows 7 taskbar look - xfce4-dockbarx-plugin

You basically get a similar experience as Windows 7, but the only difference is that there are no application previews (when you hover on Firefox and you see a tiny image of the browser, for example), because Xfce's window manager doesn't support this feature.

I've read that when this plugin combines with compiz, it displays those application previews, but I haven't tried it myself.

Thanks, but my question is how to manually edit the theme files to get this look: the gradient taskbar color, the bulb button look when the application is running, the padding between buttons.

I don't think you can achieve the exact look and feel through manual configuration of the theme. Xfce's default Window Buttons plugin can hide the names of the listed windows and can group them together, but I don't think it will look anything like in your screenshot.

As I mentioned before, xfce4-dockbarx-plugin is the only thing that can give you a similar experience.

For some reason i am having problem applying the panel plugin on xubuntu 16.10 x64. When i click 'apply' it puts the cpu in constant load and i have to remove the plugin to stop the cpu load.
