startup app one user

I want google chrome to run as a startup app, which I have done easily but I want it only to be a startup app for one user-the non admin user.If I only add it as a startup for the non admin user it doesn't start. If I ad it to the admin user it starts for both users.  Is it possible to have it start automatically for only the non admin user?

Do you mean "user" in the technical sense of a separate account (e. g., at boot on login screen, fred logs into account "fred" and Mary logs into her own account "mary"), or in the general sense of two people using the same account (i.e., Fred and Mary both log into the account "fred")?

Yes I meant 2 separate accounts. The session manager in the section "session and startup" seems to offer that option but only seems to work for the admin user account. I did reboot after trying it but will only open in the nonadmin user if I also enable it in the admin user.
