This is a problem happens in Firefox in both Xubuntu 14.04 and 16.04, and is sourced from the themes selected in Appearance of the Settings Manager. Uploaded two theme images to show what it looks like. (See image links along side the themes below. This affects the bookmark icon tooltips (image on the right) but not the menu icons (image on the left). Also tested the 8 themes in Appearance with the following results.
Adwaita - black
Albatross - OK
Bluebird - black

This doesn't happen in Chromium (32bit) or Chrome (64bit). Windows Manager theme was set on default.Theme Configuration settings are not used and are disabled. Tried gnome-color-chooser for tooltip colors, but it did nothing. Can someone tell me which setting controls this feature and could I change it in .gtkrc-2.0, or .gtkrc-3.0 files in the home folder and how? My earlier efforts did not work.

I can't replicate this on my 16.04 install with the Greybird theme (though the screenshot you have linked doesn't look like Greybird).
What version of firefox are you using? Is it the default one from the repositories?
Are you using the themes from the repositories (as opposed to versions that were downloaded separately)?
It is possible that you may have some sort of GTK override in place that is causing this. Can you post back the contents of your ~/.gtkrc-2.0 file, the ~/.config/gtk-3.0/gtk.css file, and the results of:
xfconf-query -c xsettings -lv
Also, can you try logging in with the guest account or a secondary account to see if the problem persists? This would help identify a profile problem versus a system problem.

ToZ, thanks for your help and below is the information point by point, in the order of your questions.
I am using Firefox 47.0b9 but this problem existed ever since I installed Xubuntu 14.04. I have Xu 14.04 on the 32bit desktop and Xu 16.04 on the 64bit laptop. Finally, I got annoyed with black on black and that's why I am posting now.
I have thorougly re-tested again these two themes by logging out & in and restarting the browser each time. These tests were conducted on my desktop Xu 14.04

By "Theme Configuration settings are not used and are disabled", I meant that the settings are "Off" and I never use it.
However, must mention a strange occurrence after the Greybird screenshot was taken with Shutter. The tooltip changed temporarily and looked the same as the Raleigh tooltip. Unfortunately, when reopened Firefox it reverted to the same old black on black. I also don't understand why the Firefox tooltips show properly but the bookmark tooltips are black. By proper, I mean that Raleigh and Greybird are indentical.

There's nothing there that indicates some sort of GTK theming issue like I thought.
Does this problem exist with any other program other than firefox?
I notice you are using a beta version of firefox. How are you installing it?
Does the problem persist with the normal version from the repositories?

Install it through the beta PPA. Wouldn't know about a regular version, but at the end of each beta cycle, Firefox installs the standard version for a couple of days before a new cycle begins. This beta cycle (47) will end in a couple of days, and will test it then. Also, I have been on the beta channel for many years.

I am not really concerned about the error any longer? I just want to learn how to manage such small errors. I am referring to Xu14.04 and only to Greybird, what I really need is the /path/filename which controls this, and whether I can copy it to .gtkrc-2 and/or .gtkrc-3 and modify it? I think I can take it from there, and if I am stuck, will post again for help.

For GTK2 apps, try adding:

However, I'm not sure this will be helpful if its only firefox that is having this problem.

Thanks again, and you are correct. Adding the codes to their respective files, does nothing. What also makes no sense that it occurs with all themes with the exception of two, listed in my initial post.
Posted this thread's link in Mozilla Bugzilla, https://bugzilla.mozilla.org/show_bug.cgi?id=1276596 but it made sense to post it here first to learn my options, and avoid being caught in the middle of finger pointing between Mozilla and Xfce. I should mention that the problem occurs with ALL bookmarks containing a URL.

This turns out to be a Firefox bug, and I was the fourth person to report it. The first bug report was filed in February and they've done nothing about it. Guess, they are shorthanded, as well this is the company's culture.
update
Firefox installed the latest non beta version #47 and the problem is still the same.

This issue is a Firefox bug, and is still unresolved as of this day version 50.8b. It also affects other theme components.
