Yes, there need to be open windows for something to be displayed in that area. Sorry about that - missed the obvious.

To get to it's properties, right-click the panel, select Panel > Panel Properties, got to the Items tab, find the Windows Buttons plugin and double-click on it.

the little blank thing is there all the time, on all users.  the position varies and it was easier to find on some users when i didn't know what i was looking for.

i can also right click on the little blank thing to get properties or move it or remove it.
